The Marion VA Health Care System is accepting applications for an RN to serve as the Chief of Quality Management Service. This position is located in Marion, IL. The Chief, Quality Management Service/Quality Manager is responsible for planning, organizing, initiating, and directing quality management (QM) functions including Accreditation, Risk Management, Peer Review, Performance Management, External Peer Review, Utilization Management, VASQIP. The Quality Manager assures the development, organization, and implementation of a QM organizational structure for the medical center, and is recognized as a hospital expert on performance measures, quality management program and philosophies. The Quality Manager functions very independently and must demonstrate the ability to coordinate activities with a wide diversity of high level employees such as service chiefs, physicians, nurses and administrative officials. The purpose of the QM service is to ensure high quality care through the identification of opportunities to improve care, the provision of high quality and cost-effective services and the identification of issues that might place patients at increased unnecessary risk. The Quality Manager serves in a direct advisory capacity to QM staff in the organization and development of a comprehensive program that is designed to meet Joint Commission/VA standards. The Quality Manager is responsible for providing leadership and guidance to develop, implement, refine, and maintain a comprehensive quality management review program to evaluate the quality of patient care, improve the quality of patient care, and evaluate the appropriateness and timeliness of services provided. The QM service deals with sensitive and confidential information. The Quality Manager serves as a principal advisor to senior management in the development of a total quality/performance improvement program and provides periodic reports on the status of the program as it develops. The Quality Manager works closely with the Director, Chief of Staff, Associate Director, Associate Director Patient Care Services, and other senior clinical and non-clinical executives as an advisor and coach in quality principles, employee involvement, quality tools, and performance improvement implementation. She/He will be a direct representative of the executive leadership in implementing performance improvement as an approach to assessing and improving the quality of health care services, and will participate in VISN-level activities that guide/instruct management practices using performance improvement tools and methodologies.
