Director – West Lakes Early Learning Center – Florida Hospital for Children – Orlando

Since opening our doors in 1908, Florida Hospital has offered one of the most comprehensive children’s health programs in Central Florida. Today, we continue this legacy of pediatric excellence at the Magnet® recognized Walt Disney Pavilion at Florida Hospital for Children. Our campus is home to 30 pediatric sub-specialties led by a team of 400+ nurses and physicians. We provide specialized care in various state-of-the-art settings, including an 81-bed Neonatal Intensive Care Unit with private family-centered rooms, an Advanced Center for Pediatric Surgery handling nearly 4,000 cases each year, and one of the few pediatric oncology programs in the area. We’re also Central Florida’s only pediatric provider for bone marrow transplant, kidney transplant, Gamma Knife services, trilogy radiation and Level III epilepsy care. But perhaps most exciting of all, is that this is the first-and only-hospital to bear the Disney® name.

The West Lakes Early Learning Center (ELC) will provide wrap around health, wellness and social services for young children, birth – age 5, and their families. This is an innovative and transformational early childhood education program which leverages the CREATION Health Framework. The Center is a 16 500 sqft, 152 seat, comprehensive, innovative and transformational early learning program based on the CREATION Health framework and designed to serve a mixed income community in the 32805 zip code of Orlando, Florida. The ELC is a 501c3 and operates with a Board to which the Director is directly accountable. This role ensures a comprehensive and integrated approach to Early Learning, Health and Wellness and the concepts of CREATION are fully engrained in day to day operations and strategic management of the West Lakes Early Learning Center. The Director is responsible for ensuring the West Lakes ELC remains in compliance with various Federal, State and City mandates and standards. The Programs Director develops and implements operational systems that support timely and accurate assessment of child and family needs, effective communication between program staff, and full utilization of available resources to achieve program goals. The Director is responsible for managing the provision of and full utilization of program services to meet specifications established by regulatory guidelines. The Director is responsible for overseeing program compliance and the quality of services through establishing and maintaining contracts and supporting quality improvement. The Director ensures that the program operates at continuously increasing levels of quality and embodies the mission and vision of the West Lakes ELC. Actively participates in outstanding customer service and accepts responsibility in maintaining relationships that are equally respectful to all. The Bainum Foundation, Florida Hospital and Florida Hospital Foundation, are joined in mutual interest to improve early learning services available in low income communities in Orlando and have identified LIFT Orlando as a partner to implement a place-based strategy that supports its vision for holistic, community transformation. The early learning center and outdoor play space is projected to be an integral part of the Community School campus being developed in the heart of LIFT Orlando’s focus area in the Communities of West Lakes. Concurrent development of a Health and Wellness Center and a Boys and Girls Club will be occurring in this community. These entities whilst separate and distinct, will operate with close relationships and optimize their synergies.
An understanding of Head Start philosophy and the ability to implement it.
Understanding of funding sources and experience in grant/application writing to secure funding and/or subsidies for programs and students.
Understanding and experience in fund raising.
Understanding of primary health needs and services in at risk communities and pediatric settings.
Knowledge of community resources.
Extensive knowledge and display of cultural competence.
Must be able to lift up to 35 lbs. in connection with the handling of children for the facilitation of programs, child safety, and potential emergency situations.
Experience in computer software programs, Microsoft Suite and business/financial management.
Extensive knowledge of state licensing regulations.
Strong leadership skills.

Bachelor’s degree in Early Childhood Education, Child Development, Social Welfare, Public Administration, Public Health, or related degree.
Master’s degree in Early Childhood Education, Child Development, Public Administration, Public Health or related degree (Preferred)
Three years’ management and supervision experience.
Experience in human services program management, including program planning, operations and evaluation, and the use of management information systems.
Five years’ experience in Early Childhood Education.
Ability to learn computer software relevant to operations of health and wellness and early learning (Preferred)
Licensure, Certification, or Registration Required:

Oversees the West Lakes Early Learning Center. Ensures comprehensive and integrated approach to Early Learning, Health and Wellness and the concepts of CREATION are fully engrained in day to day operations and strategic management of the.
Managing the provision of and full utilization of program services to meet specifications established by regulatory guidelines.
Overseeing program compliance and the quality of services through establishing and maintaining contracts and supporting quality improvement.
Ensures that the program operates at continuously increasing levels of quality and embodies the mission and vision of the West Lakes ELC.
Monitors program compliance with Head Start, DCF and applicable requirements and standards, as well as, all laws and regulations applicable to the operation of comprehensive early childhood programs.
Reviews and approves Policies and Procedures before submission to Governance Board for Approval.
Ensures staff credentialing compliance
Ensures health and wellness wrap around services meet relevant accreditation, regulatory and compliance requirements
Oversight for ensuring school physically well kept, attractive, and safe.
Oversight for ensuring playgrounds and equipment checked on a regular basis for repairs and/or maintenance.
Ensures any incidents are reported, documented and resolved.
Maintains file management system for the West Lakes ELC.
Leads the annual budget development/review process.
Provides monthly reports on the budget and variances to the Board of Directors.
Monitors and reports on Non- Federal Share contributions and develops strategies to improve capture of Non- Federal Share generated by program operations.
Supports acquisition of mandated 20% Non-Federal Share by identifying and establishing community partnerships that support program needs (i.e. local universities, staffing agencies, local business). Monitors of Head Start program spending.
Ensures that staff, parents and children receive appropriate and adequate supplies, equipment, and training materials to meet program goals and objectives.
Ensures timely and accurate invoicing and payment.
Under the direction of the board, develops a strategic plan to ensure growth and enrollment at the West Lakes ELC.
Develops and annual communications plan for stakeholders and is responsible for regular communication updates.
Ensures that management develops and utilizes data-informed management strategies to achieve program goals and objectives.
Oversees that all policies and procedures are being followed.
Develops an annual Training and Technical Assistance plan to ensure compliance and high quality for program services.
Provides guidance and leadership to staff to emphasize the importance of the program achieving high standards of quality.
Convenes monthly meetings, generates and disseminates monthly program performance reports for these meetings, and ensures compliance with governance requirements.
Oversees parent and staff surveys and implements improvement plan
Role models the principals of service and is aligned with the Adventist Health/Florida Hospital vision, mission, values and service standards.
Implements the necessary marketing and management responsibilities to ensure maximum enrollment and effective cost control.
Attend all school events, functions, open houses, etc.
Ensures regular communications and updates to parents and the community using multiple techniques: face to face, multi-media and social media.
Networks with local schools and businesses.
Develops and maintains marketing materials (internal and external).
Has direct oversite for early childhood education, child care and health and wellness services at the West Lakes ELC.
Establishes and communicates clear performance expectations and measures for all direct reports and ensures that all supervisors do the same for the staff they supervise.
Supervises and evaluates direct reports against clear performance expectations through observation, meetings, and file reviews as appropriate and completes performance appraisals.
Hires, trains, mentors, and holds staff accountable.
